What free photo editing programmes can i use to cut around objects and place them onto different backgrounds?

I have an art project that requires me to cut around people in photos and place them all on the sane background. Does anyone know of any programme that would allow me to do this for FREE?

What is a VPN?

VPN is (Virtual Private Network) were first used by companies to enable their employees to securely access internal systems such as email remotely (e.g. from home or while on business trips).
